Yes its possible albeit expensive. If the person hasn't much luggage then the train might be an alternative. Birmingham International Station is next to the airport and the transfer over is free. The journey will involve a change of trains at New Street Station (about 10 mins from B'ham Int.) Tickets can be obtained from International. Trains from New Street to Derby are fairly frequent.
