How can I organize my research paper?

I'm writing a 7-8 page long research paper about capital punishment. The paper is a synthesis paper. So it's an argumentative paper with a lot of research. My teacher wants it to be about 20% on the history of the subject, 40% research, 30% my position of the argument, and 10% of the opposing side. I'm trying to write a paragraph-by-paragraph outline, and i'm overwhelmed. Help! I need to figure out how I can successfully organize these subjects. I'm having a hard time figuring out how i can tie in 40% of my research with 30% of my position of the argument.
