Why do people use the excuse that Orton and Cena are the top money draws and that's why they get title shots?

That's the overall PPV show as a whole though, you can't blame just Orton and Cena. No one else is providing enough of a draw like them so that is why they get what they get. Others have been given chances and WWE still suffers. They should continue to expand their main event picture like they are doing right now but you can't put all of it on Cena and Orton.
